With the ballast uncovered run the light till they flicker then carefully check if the ballast is too hot to test.

After discussing this with emerson technical support i learned that the remote receiver controls the lights using a pulse width modulated signal basically a dimmer switch.
If the flickering bulb is a cfl try replacing it with an led or incandescent bulb.
The intensity of the flicker effect may vary depending on the situation.
Some tubes will flicker till they burn in but it is minor.
I believe it is because the lamps are cfl and the control module is getting the neutral through the electronic circuitry.
However if this is isn t your problem there could be a loose and or bad connection in the wiring.
Flickering lights can be annoying especially if you don t know the cause.
To stop the flickering the root cause must be found first.
Here are a few suggestions for what you can do to fix the problem.
If it s picked up by camera equipment then use other lighting as well to soften the effect which can effect a focus issue or check the shutter speed trying other equipment if need be.

What you are describing almost sounds like a thermal overload in the ballast.
If you re able to verify that the ceiling fixture is the only one flickering get a ladder and try tightening the light bulb.
To eliminate flicker just match the frequency of the bulb with the correct frequency achieved by top quality ballast and don t use cheap bulbs.
After switching to leds or when replacing a faulty led lamp in some cases the led light will start flickering.
The ceiling fan remote receiver causes the flourescent lights to flicker.
If the light on your ceiling fan light is flickering it s a good idea to check it out sooner rather than later because it may be an electrical problem.
That may be all you need to do but if the bulb still flickers remove it and try another bulb.
Some cfl and led bulbs as you may not know can flicker if they aren t dimmable and are on a dimmer.
They advised using only incandescent bulbs in the fixture because of this feature.
