If the inside of the bag appears to be vinyl or water proof you may want to press with a heat transfer cover sheet on the inside as well as lower the temp to about 280 f and press for 20 25 seconds.
Because plastic can melt i hit it with heat for only 4 5 seconds at a time.

Yes it is still possible to use our heat transfer vinyl on a tumbler with the use of a heat gun.
Place a strip of blue painter s tape down the center to secure it in place.
You need a cloth you can fold up and place the tumbler on so that it won t roll around.
Some rubbing alcohol and a small cloth or something similar to wipe down your tumbler with.
